Pat the fish fillet with paper towel. Make sure them not too wet.2. Rub them with salt and black pepper. Safe aside.3. In a bowl, mix all the wet ingredients except water and vinegar.4. Pour the water little by little until got the right consistency. (Swipe left)5. Right before frying the fish, add the vinegar. Mix it well.6. Heat the oil on the pan in medium low.7. Take one piece of fillet to dry coating, then to wet coating and back to the dry coating.8. Fry them until golden brown at the both sides.9.
