Pakoda: Combine all the ingredients except water and oil. toss well, make sure onion coated evenly with the flour2. Add water, mix well3. Heat oil in a medium deep pan, form mixture into small balls and fry them into the hot oil over medium heat4. Fry them in batches until golden brown and crispy, (do not over crowd the pan)5.
