In a saucepan, mix water, garlic powder, salt, and 1 tbsp of tapioca flour. Then, turn on the heat. –2. Stir it continuously till thickened. Turn off the heat. –3. Pour it into the rest of tapioca flour. Mix it well. –4. Form it in a round shape. –5. Put them in the fridge to set for about 30 minutes. –6.
